    Executive Board/Site Representative Council Meeting Minutes

    I Approval of minutes from the April Meeting

    • Motion to approve minutes: Approved (Fred K./Bernadette B.)

    II Treasurer’s Report: (John Hutchings)

    • Motion to approve Treasurer’s Report: Approved (Melissa F. Fred K.)

    • Money added to Political Action Committee account for school board election this fall-$1800; approved by executive board per bylaws, earmarked for PAC

    III Membership Chair – Nancy Mayer (Email list, Membership Drive)

    • Received an email from Yvette Reynoso about a teacher resigning

    IV REMEMBER TO KEEP TRACK OF YOUR TIMESHEETS, OFFICERS.

    V. Unfinished business/Updates

    a) Negotiations (Sunshine, MOU on Calendar, SPED and Stipends)

    • Discussion of Sunshine Proposal

    • Entire contract expires this year

    • Several MOU’s

    • Negotiation Certificated MOU-work year will be reduced from 188 days to 185 days; this means the certificated daily rate increases 1.67%, but annual salary stays the same; there is no change to the salary schedule

    • Discussion about class size for TK-3; language remains the same

    • Waiting for May Revise, possibly waiting for August to know state’s budget

    • Discussion about overages; concerns about quarter system vs semester system and contract language

    • Discussion about SPED MOU days at elementary; teachers decide how to use those days; 6-12 SPED teachers receive 2 prep periods

    • Concerns about newcomer class sizes in 6-8; need more resources to support students; would like to match class sizes of SPED at 14

    • Discussion of hours; no more than 5 night duties;

    • District wanting to decrease number of prep days for 4-5

    • Concerns about teachers without rosters losing their positions/being reassigned

    • Elementary sports in jeopardy

    • Discussion about stipends; some stipends eliminated that are no longer being filled; many athletic stipends will be reduced; high school athletic director will be a teacher with 2 periods off to perform AD duties; about a $65K savings from stipends overall

    b) Grievances

    • None

    c) Surveys

    • None at this time

    • Will revisit compiling a survey regarding Distance Learning Survey this summer

    d) 6-12 Issues Mellissa Flickinger

    • Nothing to report

    e) TK-5 Issues – Stephenie Walker (Grade 6 Re-configuration)

    • Concerns about TAABS; confusion regarding movement of students to other sites

    • Unclear about 6th grade reconfiguration

    f) Digital Newsletter – Susan Whedbee

    • Send things to Susan

    g) PAR Report/Website - Fred

    • District wants to eliminate PAR; we would like to keep it to support our teachers

    VI.New Business

    a) Layoffs Update

    • High school teacher decided to not get a hearing; placed on 27 month rehire list

    • July 1-August 15 is additional layoff window

    b) Administration reorganization/Involuntary transfers (PRHS, TK-3 VAPA/PE)

    • Two DO administrators have resigned; Carol Kenyon and Dana Budd

    • Shifting/reorganization of responsibilities at the DO

    • Will be transfers, voluntary and involuntary; combo classes; lots of uncertainties

    c) Coronavirus Planning

    • Important to count students for attendance; need clarity due to some principals giving different messages about what counts for attendance

    • Concerns about employees over 60-65 years old

    • Concerns about social distancing with students at schools and what it will look like for 2020-2021

    • Concerns about health risks going forward

    d) Distance Learning

    • AFT email regarding reopening of schools

    • Concerns about MOU language vs Administration language

    • Jen Gaviola sent a memo to administration and expressed that administrators should not edit virtual classrooms; only to have access in case of an emergency; concerns about archiving classes

    • Make sure to follow the MOU and if administrator is not , then that needs to be addressed; MOU is controlling language

    • ESY will be virtual

    • Distance learning will continue for the remainder of 2019-2020

    e) Closing School/Next Year

    • Schools will be closed for remainder of 2019-2020

    f) Effort Grades

    • Discussion about elementary effort grades; guidelines are not clear about how to grade for distance learning effort

    VII.Reports from Building Reps:

    Officers

    • Will there be an incentive for retirees

    • Fred will send teacher appreciation email Tuesday

    FMS

    • Concerns about students picking up yard signs to deliver to teachers-many teachers DO NOT want students to know addresses; Jen Gaviola will not give out addresses!

    • Received email regarding closing classrooms this week--need clarifiaction

    LMS

    • Nothing to report

    KK

    • Will 6th grade be coming? TAABS TK-K?

    PRHS

    • Questions about SPED ESY; will be taught virtually; will 2020-2021 start earlier than normal-Not at this time

    GB

    • No rep present

    VP

    • Nothing to report

    BS

    • Will the name TAABS change back to Bauer Speck?

    SPED

    • Terry Holland will contact parents for IEP’s if SPED teacher cannot get ahold of parents

    • Jim L. would like to add a stipend for SPED Representative equivalent to PRPE vice president

    • Motion to approve a new stipend position titled Special Education Representative for PRPE, amount to be $2000 per year: Approved (Diane H./Peggy D.)

    • Current SPED Rep,Bernadette Boddington, will receive half of the stipend or $1000 for 2019-2020

    • Concerns about how to close out rooms and what the expectations will be

    • John H. will send our stipend checks to our homes; send addresses to Jim Lynette, he will pass on to John H.
